viii Education in the world is revolutionizing faster than ever before. From in - person learning to online learning has changed our daily routine. This is a significant challenge for citizens to deal with, including people in Southeast Asian Countries, thriving to enhance the capacity of its human resources to sustain social and economic growth. Policymakers need relevant data to decide on the course of action relevant to the changing scenario. However, the lack of research poses key information that is not always available causing unclear directions and ineffective outcomes. With the diverse expertise established and accumulated in its Centre located across Southeast Asia, SEAMEO units take on a significant role to be the regional think tanks to leverage the holistic development of human resources in the region. In achieving this, SEAMEO units need to be proactively conducting reliable and valid research which aligns with, if not leads, development trends. This can be fulfilled through the SEAMEO CPRN. SEAMEO RECSAM with the support from SEAMEO Secretariat will serve as the Secretariat of the SEAMEO CPRN Summit for F.Y. 2021 - 2023 and will continue to update trends on policy research, share ongoing activities with the other Centres, and inform the newly consolidated CPRN Action Agenda 2021 – 2023 research projects in alignment with SSP 2021-2030 in the area of Education, Science, and Culture. The outputs of the CPRN Summits will be the SEAMEO CPRN Summit Reports and SEAMEO CPRN Research Proceedings for F.Y. 2021-2023. Through this Network, SEAMEO RECSAM also conducted a workshop on “ Policy Brief Capacity Building ” on 5 - 6 October 2021 for SEAMEO Centres and Network as the platform for SEAMEO Centres to update trends on policy research, gain better understanding on how to write a policy brief that can be used as a tool for advocacy to engage and interest stakeholders and how to write a concise and high- quality policy paper that can assist researchers in clearly when presenting ideas. There were 45 participants from SEAMEO Regional Centres and Networks. This workshop was conducted by experts and consultants from Universiti Sains Malaysia (USM) and Educational Policy Research Division (EPRD), Ministry of Education Malaysia. SEAMEO RECSAM also partnered with SEAMEO STEM-ED and with the support from Chevron Corporation with partnership with KSP, and TEDC, the virtual lecture series on “ Effectiveness Research ” was convened on 27 August, 9 September, 8 October and 22 October 2021 as the platform for SEAMEO CPRN Summit participants to build the capacity of regional researches and to strengthen the regional researcher network in Southeast Asia. The lecture series conducted by Dr. Brian Rowan, Emeritus Professor of Education, Emeritus Professor of Sociology, and Emeritus Research Professor at Institute for Social Research, University of Michigan, USA introduced participants to a broad overview of how to conduct rigorous programme effective research in education.
