16 Paper 15 by SEAMEO CELLL Volkshochschulen – the 100-year German Model of Adult Education Khau Huu Phuoc SEAMEO CELLL, Vietnam Volkshochschulen (vhs), German adult education centres, have been in operation for 100 years. Their long standing history is evidential of their educational benefit to the community. Despite this, not many research reports of this model are available in English. This desk study of the Volkshochschule aims to give a description of the centre, the reason for its popularity and development, and draw lessons that may be applicable to the development of other types of adult education centre, specifically the community learning centres in the Asia-Pacific region. The author makes use of available sources in the English language, and interviews with Volkshochschule personnel, with additional facts and data from reports in the German language. The study finds that democracy, decentralisation, openness, legislative support, affordability, demand-led, flexibility and a sense of community are among the main contributors to the success of vhs.
