8 Paper Presentation: Session 1 Day 1: 28 March 2022 (Monday), 1200 - 1300 | Moderator: Thiruchelvam Kandaiah Paper 1 by SEAMEO VOCTECH Enhancing the Competitiveness of ASEAN Human Resources through TVET Curriculum Supported by Involvement of Industries and Labour Market Paryono Paryono SEAMEO VOCTECH, Brunei Darussalam Realising the importance of responsive Technical and Vocational Education and Training (TVET) curriculum to the needs of labour market, ASEAN Secretariat and Republic of Korea supported by various partners carryout research project on Enhancing the Competitiveness of ASEAN Human Resources through Responsive TVET Curriculum Supported by Involvement of Industries and Labour Market Information. This project was supported by regional and national experts from ASEAN Member States (AMS), including an expert from SEAMEO VOCTECH which focused on Brunei Darussalam’s case study. The general objective of the project is to provide in-depth information and assessment of the existing level of responsiveness of TVET to labour trends, the recurring issues and pitfalls, and the strategies/mechanisms being implemented in AMS, including Brunei Darussalam. The research methods were mixed between quantitative and qualitative data through document analyses, interviews, and Delphi study to achieve the research objectives and produce findings written in the form of producing Analytical Framework (AF). AF1on National TVET System ; AF2 on Analysis of Labor Market Information System (LMIS) and Labor Market Demands ; AF3 on Responsiveness of TVET Curriculum to the Labor Markets , and AF4 on three Good Practices. The findings show that the enrolment in TVET was still relatively low especially at the higher level and the programme areas enrolled did not correspond well with the demand and priority sectors. Brunei Darussalam has various kinds of surveys and research to capture the concrete situation of skills demand and skills supply. Nevertheless, there was limited data for non-formal TVET. Five most promising jobs for future employment were identified (1) Manufacturing of Food Products, (2) Construction of Buildings, (3) Manufacturing of Chemicals and Chemical Products, (4) Foods and Beverage Service activities, and (5) Telecommunications.
